For Clarity - Attempt 627.Jeremy Corbyn For Prime Minister.627) Transparency International - UK Corruption.Dear Mr Clark, Mr Hunt, Lord Tim Clement Jones and Professor Waite,In 2011 Transparency International defined corruption as,"the abuse of entrusted power for private gain."We are living at a time when a young child can be failed for incorrectly shaping a comma but a RICS surveyor who doesn't keep effective records and an Anonymous NHS healthcare worker who writes an eye-wateringly ludicrous one sentence nursing care fee judgement both are permitted to pass muster with flying colours.How can this be right?Using Transparency International's definition of corruption, both the RICS surveyor and the NHS Anonymous healthcare worker would appear to abuse the power with which they have been entrusted with impunity.The only beneficiary from appallingly ineffective record keeping is the RICS surveyor, who by the simple expedient of handing their client to their, "appointed" Ombudsman for administration of the coup de grace, is the RICS surveyor.Why is the RICS unable to regulate such simple matter when Ofsted can fail children for drawing a comma, "incorrectly?"We estimate that this highly efficient and corrupt arrangement saves the this sector of the industry £millions annually. RICS surveyors' fees fund the scam and potentially saves them £thousands on each dispute.Their ineffective record keeping is ultimately very effective. It's rigged to be so.NHS Anonymous healthcare workers' who write those one sentence judgements save the NHS £millions in nursing care fees. The sick, the elderly and the dying are forced to employ the services of solicitors and advocates. Legal advice is costly. Even when they recoup what was rightfully their clients' money in the first place, those clients are still faced with huge costs.This is happening on an industrial scale.Either certain RICS surveyors and certain NHS Anonymous healthcare workers are unbelievably incompetent or they're incredibly effective exploiters of their respective rigged and corrupt systems.Otherwise things would be different.In, "Making Sense of Corruption" Bo Rothstein and Aiysha Varraich believe that the persistence of corruption is the result of a co-ordination trap - people are locked into corrupt behaviour because it has become, "standard operating practice."This would seem to apply to Anonymous Desk Top Reviewers who are expected to "save the NHS money." Whistleblowers, as reported by Care To Be Different, are few and far between.RICS surveyors on the other hand lock themselves into their corrupt practices. Strangely, they don't seem blow the whistle on themselves.Q. Mr Clark, as an industrial strategy, appalling record keeping by RICS regulated surveyors appears to be extremely good for their businesses. The cost of their inefficiency is simply passed to their clients. Is this not corrupt?Q. Lord Tim Clement Jones, why are such inefficient RICS surveyors tolerated and why don't the laws of the market apply to them - surely the inefficient should be forced out of business?Q.
